Norberto Arceo was a cyclist who competed in the individual road race and team time trial events of the 1964 Summer Olympics in Tokyo, Japan.
At the age of 21, he competed in his first and only Olympic Games. The Philippine team placed 29th out of 32 that finished in the men’s 100 kilometres Team Time Trial event. He also participated in the men’s individual road race but failed to finish.
